Introducing the Programme Management Unit (PMU) in Bangkok

The Programme Management Unit (PMU) for the ECAP II programme has regional responsibilities. Operational since February 2002, the PMU is located at the Department of Intellectual Property, Ministry of Commerce, Thailand.

Niclas Morey became PMU Manager for ECAP II from mid-August 2004, succeeding Nam Ngo Thien who has moved on to Beijing to be representative of the French National Industrial Property Office in China.
Mr. Morey holds a master’s degree in Mechanical Engineering from the Royal Institute of Technology in Sweden and a post-graduate degree in applied economics. Prior to his appointment, he spent four years as head of the EPO’s President‘s Office. A familiar face in ASEAN, he has extensive experiences in international cooperation within EPO, including with ECAP I.

Stephane Passeri has brought to the post of ECAP II Administrator seven years of working with various IP Offices and the private sector in Asia as regional representative of the French National Industry Property Office, or INPI. He holds a master’s degree in Economics from the University of Nice-Sophia Antipolis and France and a post-graduate degree in Finance and Management. As Asia representative for INPI, he had worked out of the Economic Section of the French Embassy in Bangkok from 1998 to November 2004, coordinating IPR-related and cooperation activities within Asia-Pacific both on bilateral basis with the French government and within the framework of the Asia-Europe Meeting, or ASEM.

joined the PMU office in June 2002. She has several years of experience in the administration and logistical support for development projects such as the Asian Development Bank in Manila and the UN Food and Agriculture Organisation in Bangkok amongst others. She is responsible for the administrative and organisational aspects of running the PMU office as well as the organization of events such as seminars, workshops in ASEAN, in Thailand and other ASEAN Countries

joined the team as public relations consultant. She previously worked as a resident representative of the Bank of Ayudhya PCL in Vietnam and as market researcher for the Economic Office of the Royal Thai Embassy in Hanoi.

Nguyen Thi Minh Thu joined the ECAP II team as Administrative Assistant for our liaison office in Hanoi created in view of the fact that Vietnam has become the largest national component of ECAP II. Miss Thu graduated from Vietnam National University. Before joining ECAP II, she worked in the International Department of VINEXPO.
