The Philippines have recently implemented several amendments in IP laws, including the protection of layout designs of integrated circuits. Other new laws are in the pipeline over the next few years that will have implications on the IPO's workload and responsibilities. Training programme, support in streamlining office procedures and establishing guidelines will enable the staff to deal with the increasing workload, backlog and enhanced procedures.
EPO expert Thomas Weiand spent two weeks on two related missions to the Philippines which produced two reports offering recommendations. For the first task, he worked with the IPO of the Philippines to identify needs for enhancement of the patent administration system, as well as the possibility of developing patent search tools. Secondly, Mr Weiand analysed the establishment and development of online documentation facilities at the IPO, which will support examiners in carrying out examination procedures more efficiently.
