As one of the world's hottest spots for media market growth, the need for a working copyright system is increasingly important to the ASEAN region. Although its market potentials appear to be sufficient in the ASEAN countries to sustain the functioning of collecting societies, the legal framework is not always sufficiently developed to support a copyright system and to ensure the smooth operation of these societies.
Against such backdrop, a step in the right direction was taken with the support of ECAP During 24-25 October 2002 in Manila, ECAP II organized a seminar to sensitize ASEAN countries to the importance of establishing an effective copyright system and to communicate insights into the issues that are most current and relevant to ASEAN in the field of copyright. Some of the topics addressed at the forum included the national and international legal framework, collective management of copyright, relations with users such as radio broadcast; piracy; impact on new technology on the management of copyrights. Participants also had a clear picture of comparative assessment between European and ASEAN examples. Particular attention has been paid to relations between creators and collective societies managing their rights. In that context the example of German contract law in the field of copyright has been given. Key speakers at the seminar included Dr S.von Lewinski from Max Plank Institute, Mr Ang Kwee Tiang, Director of CISAC (the International Confederation of Societies of Authors and Composers) for Asia-Pacific Region, and Dr Uma Suthersanen, Senior Lecturer and Fellow at Queen Mary Intellectual Property Research Institute, University of London. In addition to government officials, European as well as Asian copyright organizations have taken enthusiastic interests in the event.
