EU-ASEAN Colloquium on IP Education, 22-23 November 2006, Kuala Lumpur




This EU-ASEAN Colloquium on IP  Education was jointly organised by the EC-ASEAN  Intellectual Property Rights Co-operation Programme (ECAP II) and the Intellectual Property Corporation of Malaysia (MyIPO) with the aim to continuously promote and develop IP education in the region. 

One of the outcomes of this ECAP II event was the creation of an EU-ASEAN Universities Networking on IP Education. Dr. Nantana Gajaseni, Deputy Executive Director of ASEAN University Network (AUN) and Prof Michael Blakeney, President of the European Intellectual Property Institutes Network (EIPIN) co-signed a Memorandum of Understanding witnessed by the presence of high-ranking officials including Honorable Datuk Haji Ahmad Husni Bin Mohamad Hanadzlah, Malaysian Deputy Minister of Domestic Trade and Consumer Affairs, HE Thierry Rommel, Ambassador-Head of Delegation of the European Commission to Malaysia, Datuk IR (Dr) Haji Ahmad Zaidee Laidin Chairman of MyIPO and Mr Johan Amand, Director of International Affairs, European Patent Office (EPO). 

During the event opening ceremony, H.E. Mr Thierry Rommel, Ambassador-Head of Delegation of the European Commission to Malaysia stressed the importance to develop a better education on Intellectual Property Rights (IPR) in the ASEAN  region for the promotion of trade, investment and human capital development: “By bringing intellectual property into your national curricula, be it law programmes, business studies, economic or other areas of education, you are preparing students for the ever evolving field of intellectual property and you are contributing to a mindset that strengthens the acquisition and protection of IP.”

This colloquium attracted representatives from European and ASEAN universities and educational institutes as well as ASEAN national IP offices to draw up intellectual property (IP) curricula in the ASEAN region for law and non-law students.  A Regional Handbook on IP teaching and training comprising model curricula and teaching material was also prepared for further discussion. 

Amongst ASEAN & European universities and other educational institutions participating to this colloquium were the Gadjah Mada University and the Airlangga University (Indonesia), the Royal University of Phnom Penh and  the Royal University of Laws and Economics Cambodia (Cambodia), the Department of Private Education, National University of Laos (Laos), the University of Malaya (Malaysia), the University of the Philippines System (Philippines), the National University of Singapore and the Nanyang Business School of the Nanyang Technological University (Singapore), the Chiangmai University, the Chulalongkorn University Intellectual Property Institute and the Asian Institute of Technology (Thailand) and the Vietnam national University (Vietnam) as well as 16 other universities from Malaysia. In the European side, the Queen Mary Intellectual Property Research Institute (United Kingdom), the Centre d’Etude Internationales de la Propriété Industrielle or CEIPI (France) and the Max Planck Institute for IP, Competition and Tax Law (Germany), all members  of  EIPIN, were also represented.
