ASEAN IP Offices Common Management and Information Tools

This key activity aims at enhancing the efficiency of the operations and the quality of the services rendered by the ASEAN IP Offices in the areas of trademarks and industrial design administration, by identifying management and information tools that they could use in common to achieve that result and cooperating in the development or adaptation of such tools.

 

This activity is related to Key Activity I (b) (i) “Development of an ASEAN common classification database of goods and services for the registration of marks” and Key Activity III (c) (ii) “Development of tools that would enable ASEAN IP Offices to make their information on trade mark and design registration widely available in searchable databases on the web”.

 

In this context, such common tools comprise, inter alia, a common trade mark information tool (ASEAN TMview), a common design information tool (ASEAN Designview), a common trade mark classification tool (ASEAN TM Classification Database) and possibly some other tools such as a model trade mark e-filing tool.

 

In the implementation of the activity, synergies are sought with the European Trade Mark and Design Network (ETMDN), a joint initiative of the TM and design offices of the 28 EU countries, which comprises the development of similar common tools in the context of more that 15 different projects.

 

2013

 

The project provided for the organisation of expert missions in the ASEAN region to identify a range of tools that they could possibly develop and use in common.

The project continued providing for the organisation of expert missions, during which an EUIPO IT expert held technical meetings with IT officials of the respective IP Offices.

In April 2014, the project provided for the organisation of the first ASEAN IT Consultation Meeting that enabled the identification of needs for the development of a number of management and information tools that would be of interest for the ASEAN IP offices, including the following: (a) ASEAN TMclass search tool, (2) ASEAN TMview, (3) ASEAN Designview, (4) ECAP TM e-filing and (5) ASEAN Case Law database search tool. The first two, were totally or partially developed in the course of 2014. The other three are planned to be developed in the course of 2015.

In May 2014, a study visit was held in Madrid and Alicante with the participation of 12 officials from interested IP Offices. The participants got acquainted with a variety of trademark and design management and information tools developed by EUIPO under the European Trade Mark and Design Network (ETMDN) and the EU Observatory on Infringements of IP rights.

2015

 

In 2015, the project continue to work on upgrading ASEAN TMview and the development of ASEAN TMclass and ASEAN Designview as well as developing some additional tools that have been identified as being of interest for several ASEAN IP Offices.  The latter include in particular an ECAP Trademark e-Filing.

 

Furthermore, the project provisioned for the organisation of two ASEAN IT consultation meetings, back-to-back to the two TM consultation meetings planned for 2015, so as to favour synergies between the business and IT areas in the development, implementation, use and maintenance of the relevant IP management and information tools.

 

The first of the IT Consultation Meetings planned for 2015 took place in Bangkok, Thailand, from 16 to 18 March. The meeting was held jointly with the 4th ASEAN Trade Mark Consultation Meeting. It focused on the implementation of the IT-related initiatives within the work plan for 2015.

 

The second of the IT Consultation Meetings took place in Hanoi, Viet Nam in from 11 to 13 of November 2015. The meeting was held jointly with the 5th ASEAN Trade Mark Consultation Meeting. It focused on the implementation of the IT-related initiatives of the work plan for 2015.
