ECAP III Study visit on best practices in the administration of Plant Variety Protection (PVP) in France

 The purpose of this activity was to address the following point:  

1. Obligation for plant variety protection according to WTO- TRIPS agreement

2. Key aspect of Plant variety protection/plant breeders’ right (PVP/PBR) legislation and UPOV compliance

  • Plant variety protection law (at national or regional level)
  • Formal and Substantive examination of PVP
  • DUS Testing procedures
  • Enforcement of plant variety protection law
  • Exchanges of information among PVP offices between UPOV member countries

3. Presentation of European and French organisations in relation with plant variety protection

  • the Community Plant Variety Office (CPVO) : a regional plant variety protection office for 27 European members states
  • Presentation of French organisations :
    • Ministry of Agriculture – Seed and plant health Office
    • GEVES (variety and seed study group)
    • CPOV (French committee for plant variety protection)
    • SICASOV (French society for plant variety royalty collection)
    • GNIS (French organisation for seed and seedling)
